Monica has over 28 years’ international experience of working as development sector consultant in four major sectors; Public Financial Management (PFM), Governance, e-Governance and Monitoring & Evaluation (M&E). She is a graduate in Commerce, Finance and Management and a fellow member of Cost and Management Accountants of India. Her work expands over 9 countries to include India, Nepal, Bangladesh, Hong Kong, Thailand, Singapore, China, Germany, and USA. She has worked extensively with multilateral international development agencies such as – The World Bank, Asian Development Bank (ADB), UNDP, UNOPS, and leading bilateral such as DFID / UK Aid, and USAID along with National, State / Provincial and Local Governments and public sector / regulatory authorities, in many of these countries. She served as the lead external advisor and quality assurance specialist for Financial Management solution for the ULBS in India, based upon the Government of India’s National Chart of Accounts. She was involved in implementation of Financial Accounting function in several urban local bodies in India as part of various DFID funding projects. She co-authored the Financial Management Manual for six largest municipal corporations in Bangladesh. She designed and implemented the financial management and budgeting system in over 16 locations in Nepal, as part of the DFID funded RAP project. She has conducted several national and international seminars, training workshops and best practices study tours on M&E, ICT, Governance, E-Governance and PFM.
